The agreements Russia entered into from the first have reflected these desires clearly and his error has only been in assuming the US block was acting in good faith each time. I don't think he has had any illusions about the political will of the Kiev regime, only about the extent and intent of their Western backers. The task of defanging what was a substantial military force from the outset and a constantly resupplied one ever since was what put limits on his ability to do so. However in the process of doing this he has largely soaked up European munitions reserves and put many of their more motivated troops in the ground as well. Today Europe has shown itself to be led by morons and they have broken the backs of their own economies and public sentiment as their populations have become disenchanted with the drive to defeat Russia and of course the Russian forces have been growing quietly both in battlefield experience and with regards numbers and logistics.

They are saddled with unhappy citizens who feel they have been betrayed by their leadership and they will not respond at all well to being mobilised in a war against a Russia they are overwhelmingly more supportive of after watching Russian performance on the battlefield and in negotiations. The heart of the West is reluctant and divided. Their welcome has been exhausted in Poland, Germany and elsewhere so militarily significant diaspora populations no longer exist. At worst an overwhelming police operation remains to deal with them. If he had rushed to defeat them all and overrun the whole country earlier this task would have been the very one the West thought to present him with. Instead it remains for Putin to consolidate victory and round up the stragglers. With a motivated, logistically well provided for force and a population fully prepared for, and even clamouring for a war with their abusive neighbours. There once was a large segment of Western oriented Russians. Ones who imagined they would thrive under Western tutelage and fondly presumed they had a place in the West. Much as Iran has had before now and for the same reasons. Western duplicity in the message they projected about their vaunted values and inclusive democracies.
Those illusions have dissolved in the harsh light of day with most Russians, Iranians, Koreans and various Baltic states people's now acutely aware that they do not have any sort of future in a block which sees them as inferior and which don't even show much regard for their own citizens let alone theirs.
